SCS tak namieszał że wersja pudełkowa to teraz praktycznie to samo co steam.
To znaczy kupujesz pudełko, ale masz klucz dla wersji steam i tak potrzebujesz neta, pobrania wersji steam ...itd..itd

Wersja, która nie wymaga kompletnie steamu to tzw wersja LEGACY (wymaga całkiem innego formatu klucza, o czym wspominam niżej) i można pobrać główną grę oraz dodatki z stąd:

Klucz do takiej wersji też zakupuje się w specjalnym miejscu bo na tej stronie która podałem - klikasz na samym dole w SUPPORT i tam szukasz

Jak widać nie ma jednak dostępnego w takiej wersji Road To The Balck Sea.

Jaka generalnie jest róznica?
Np. dlc scandinavia na steam ma postać klucza: xxxxx-xxxxx-xxxxx
a wersja bez steama (LEGACY) ma postać xxxxx-xxxxx-xxxxx-xxxxx-xxxxx

W zależnosci jaką wersje masz, tyle okienek ci się pokaże do wpisania i aktywacji klucza.
Pomijam już że do wersji LEGACY nie potrzebujesz neta, a aktualizacje też się robi przez specjalną aplikację wydaną przez SCS: updater.exe

Warto też sobie przetłumaczyć to (ale to jest raczej to co ja własnie próbowałem wyjaśnić):
